Regional rates
Rates are resolved from the customer billing address at finalisation time and frozen onto the invoice. Later rate changes never alter a finalised invoice.
Rate tables are vendored in the repository and updated by a scheduled pull request, not at runtime.
Page order follows mkdocs.yml.
